This is a question that I see quite often in Photography forums and one that I am asked by friends and colleagues at work who are either new to photography or who are just starting out in the digital world.
Its quite an easy question to answer, unless you are going to do advanced graphic manipulation and/or design, or going to be taking photos for a living I recommend you choose Elements. The latest version of Elements is v6 which was released not long ago and is ideal for the home user or hobbyist, it is in itself a sophisticated package and will do most anything you want and more.
Take a look at some of its features:

Organise, edit, and enhance photos; make unique photo creations; and share in print, on the web, and on mobile devices

If you decide at a later time that you need more tools then you can always step up to Photoshop.
Has this has helped with your decision?
